States are required to sub-grant 60% of their funds to units of local government which do not meet the population requirements for the Formula grants. Local governments may also sub-grant up to 20% or $250,000, whichever is greater, to non-governmental organizations.
The Georgia Department of Community Affairs (DCA) introduced their “turn-key” trailer project in Spring 2008.
Thirty five trailers, each with 100 portable recycling containers were distributed to Counties and Cities statewide
for approximately $10,000 per trailer. The entire project and its impact is explained by Randy Hartmann, Director
of the Georgia Department of Community Affairs, in a 3 minute video.

What really sets this program apart are the volunteers who borrow the recycling containers from their local government and contribute valuable in-kind hours.
